Formulating a blueprint for accession

Southeast Europe will feature prominently in the next wave of nations vying for EU accession. There are numerous hurdles that must be cleared along the way, however ? not least in infrastructure. Croatia, Bulgaria, Romania, Serbia-Montenegro, Bosnia-Herzegovina, Albania and Macedonia all have to make significant improvements in transport and energy infrastructure; private participation; and administrative reforms.
